MANAGERIAL FUNCTIONS
Basic managerial function of
human resource management are planning, organising, directing and controlling.
- Planning
It is an al pervasive and the
most basic function of management. Planning is refers to determination of a
course of action to achieve a desired result. It involves the estimation of
personnel requirements to the changing values, attitudes and behaviour of personnel.
- Organising:
Organising refers to the way in
which the component parts of an enterprise are put into working order so as to
achieve the definite objective of the firm. It is grouping of activities
necessary to attain the goals of the enterprise and assignment of each grouping
to a manger with authority necessary to supervise it. It is no exaggeration to say that without
proper organisation, other functions of management are of no use.
- Directing
It initiates organiser’s
action. It is concerned with stimulating
the people to work. The activities
concerned with influencing, guiding or supervising people in their job.
Coordination of personnel
function with other function of management should also be ensured.
- Controlling
It is the most important function
of the personnel management. Control is intended to ensure and make possible
goals and results. It involves monitoring the activity and measuring
performance against set standards, correcting deviation when necessary and
maintaining the systems. It helps manager to evaluate the performance of the
personnel department and formulating the future plans by observing the course
of action.
Operative
function
These functions are very routine
nature and are entrusted to the personnel department. The functions are
concerned with procurement, development, compensation, human relation and
effectiveness of human resource management.
Procurement of people
It is the first operative
function of human resource management. It is concerned with procuring and
employing the personnel with required type and level of human resource needed
to achieve the organisational goals. It has the following sub functions
- Job Analysis
Job analysis deals with
determining the characteristics of each job. It is a procedure through the fact
with respect to each job are secured, organised and combined. It is called a job study. There are three phases.
- Collection of data and information connected with various aspects of jobs, which normally include men, machine and materials
- Preparation of job descriptions by condensing the data to represent an accurate and complete picture of the job in terms of the task and occupational requirements.
- Working up of job specification’s which stipulate the skills, operation routines, responsibilities, type of efforts, working conditions and other requirement of a job.
